Collection of suggestions from lawyers to prepare discussion papers for constitutional amendment

The task force formed to prepare a discussion paper for the constitutional amendment has collected suggestions from former chief justices and legal experts today. The task force formed under the convenorship of Prime Minister's political advisor Aasim Shah collected suggestions through discussions by inviting them to the Office of the Prime Minister and Council of Ministers. The discussion included former chief justices Dr. Yubaraj Sangraula, Savita Bhandari, Raman Kumar Shrestha, Mahadev Prasad Yadav, Mukti Narayan Pradhan, and Agni Prasad Kharel, as well as Constituent Assembly member Suresh Ale Magar, House of Representatives member Parsuram Tamang, and former law secretary Rajiv Gautam.


On the occasion, there was an in-depth discussion on issues such as the nature of the government, electoral system, federal structure, restructuring of the judiciary, number of constitutional bodies, and inclusiveness. The experts participating in the discussion emphasized the need to clarify the purpose of the constitutional amendment and improve its implementation. They suggested the need for a directly elected executive chief to a fully proportional electoral system, making the local level non-partisan, and giving voting rights to Nepalis living abroad.


Similarly, they emphasized the need to review the number of provinces and ministries, improve the structure of the judiciary and constitutional bodies, and focus on leadership ethics, inclusiveness, and international practices, as well as the issues of various communities and institutional effectiveness. Task force convener Shah pointed out the need to review the constitution a decade after its promulgation. He clarified that a detailed discussion paper will be prepared by collecting suggestions from all stakeholders in the context of the increasing debate between political parties and the demand for 'Janjati' state for good governance and corruption control.
