Kathmandu, 6 Shrawan: Minister for Information and Communication Dr. Vikram Thapa has given instructions to implement the policy and program of the current fiscal year with comprehensive administrative reforms, making all agencies under the ministry responsible, accountable and result-oriented. At a staff meeting organized at the ministry on Wednesday, he instructed to implement the system of disposing of files that can be decided by the ministry in a single day and to make a final decision on files that require inter-agency coordination within five days.
He also emphasized the need to link law-making and budget implementation with results, making the service flow fast, transparent and digital-friendly. He instructed each employee to take responsibility for the work completed daily from their branch, following the procedure and working in a result-oriented manner as per the objectives set by the law. Minister Thapa expressed dissatisfaction with the delay and slackness in the ministry and its agencies, and said that the tendency to shift responsibilities should be ended.
If there is pressure to work against the law, he urged employees to inform him directly, and instructed to make the 'Front Desk' established in the ministry effective and to make all possible services available online. Secretary of the Ministry Laxmikumari Basyal acknowledged that capital expenditure was relatively weak in the last fiscal year and expressed commitment to make budget implementation effective in the current fiscal year by working in a result-oriented manner from the beginning in all departments and branches.
