President Ram Chandra Poudel has issued the 'Special Provisions Ordinance on the Resignation of Public Officials, 2083' on the recommendation of the Council of Ministers. With this step taken by the Prime Minister Balendra Shah-led government with the aim of strengthening the administration and giving new momentum to state bodies, a total of 1,594 officials who received political appointments under various acts and structures will be dismissed en masse.
Resignation of posts in the communication, aviation and printing sectors
Seven officials, including the chairman, vice-chairman, director and general manager appointed under the Nepal Airlines Corporation Act, 2019, will be dismissed. The posts of two directors under the National News Committee Act, 2019 and three directors, including the chairman and director, under the Gorkhapatra Corporation Act, 2019, will be vacant.
Three members, including the chairman and members of the Film Censorship Committee, under the Film (Production, Exhibition and Distribution) Act, 2026, and two members, including the chairman and director, appointed under the Communications Corporation Act, 2028, will be dismissed.
The positions of 10 nominated chairpersons and members under the Press Council Act, 2048 BS and six chairpersons and members appointed under the Working Journalists Act, 2051 BS are to be vacant. Five chairpersons and members of the Authority appointed under the Telecommunications Act, 2053 BS and four members under the Nepal Civil Aviation Authority Act, 2053 BS are to be relieved of their posts.
Six office bearers of the Information Technology Tribunal and Appellate Tribunal under the Electronic Transactions Act, 2063 BS and three posts of the Chief Information Commissioner and Information Commissioner under the Right to Information Act, 2064 BS will be vacant.
Six chairpersons and members appointed under the Advertisement (Regulation) Act, 2076 BS, three persons appointed under the Security Printing Act, 2081 BS and 15 office bearers including chairpersons and members under the Public Service Broadcasting Act, 2081 BS are to be relieved of their posts.
Education and University Sector
23 chairpersons and members of various committees and Teachers Service Commission under the Education Act, 2028 BS are to be relieved of their posts. The posts of 28 people, including the Vice-Chancellor and the Service Commission officials appointed under the Nepal Sanskrit University Act, 2043, and 17 officials appointed under the Technical Education and Vocational Training Council Act, 2045, are set to become vacant. 34 officials appointed under the National Youth Council Act, 2072, are set to be relieved of their posts.
25 people, including the Vice-Chancellor and the Registrar, appointed under the Kathmandu University Act, 2048, and 84 officials, including the Vice-Chancellor and the Service Commission officials appointed under the Tribhuvan University Act, 2049, are set to become vacant. Eight people, including the Chairperson and members, appointed under the University Grants Commission Act, 2050, and 69 officials, including the Vice-Chancellor and the Registrar, appointed under the Purbanchal University Act, 2050, are set to become vacant.
50 people, including the Vice-Chancellor and the Academic Chief, appointed under the Pokhara University Act, 2053, and 44 people, including the Vice-Chancellor and the Registrar, appointed under the Lumbini Buddhist University Act, 2063, are set to become vacant.
The posts of 27 officials appointed under the Sudurpaschim University Act, 2067 and 26 officials appointed under the Madhyapaschim University Act, 2067 are going to be vacant. 22 officials appointed under the Agriculture and Forestry University Act, 2067, 24 officials appointed under the Nepal Open University Act, 2073, 39 officials appointed under the Rajarshi Janak University Act, 2074 and 24 officials appointed under the Madan Bhandari University Act, 2079 are going to be relieved of their posts.
Health, Medicine and Science Sector
Six officials including the Registrar and members appointed under the Ayurveda Medical Council Act, 2045 and nine officials appointed under the Nepal Health Research Council Act, 2047 are going to be relieved of their posts. Five officials appointed under the Animal Health and Animal Service Professionals Council Act, 2079 are going to be relieved of their posts.
15 officials including the Vice-Chancellor appointed under the BP Koirala Institute of Health Sciences Act, 2049 and five members appointed under the Breast Milk Substitutes (Sale and Distribution Control) Act, 2049 are going to be relieved of their posts.
Eight officials appointed under the Nepal Nursing Council Act, 2052 and five officials appointed under the Nepal Health Professionals Council Act, 2053 will be relieved of their posts.
Ten officials appointed under the BP Koirala Memorial Cancer Hospital Act, 2053 and eight officials appointed under the Shaheed Gangalal National Heart Center Act, 2057 will be relieved of their posts. Seven officials appointed under the Nepal Pharmacy Council Act, 2057 and 22 officials appointed under the National Academy of Medical Sciences Act, 2063 will be relieved of their posts.
33 officials appointed under the Patan Academy of Health Sciences Act, 2064 and 34 officials appointed under the Karnali Academy of Health Sciences Act, 2068 will be relieved of their posts. 31 officials appointed under the Pokhara Academy of Health Sciences Act, 2072 and 31 officials appointed under the Rapti Academy of Health Sciences Act, 2074 will be relieved of their posts.
Seven officials appointed under the Health Insurance Act, 2074 and six members appointed under the Public Health Act, 2075 will be relieved of their posts. Eight officials appointed under the Nepal Medical Council Act, 2075 BS and 16 officials appointed under the National Medical Education Act, 2075 BS are set to be relieved of their posts. 42 officials appointed under the Vidushi Yogmaya Himalayan Ayurveda University Act, 2079 BS and 29 officials appointed under the Shaheed Dashrath Chand Health Sciences University Act, 2082 BS are set to be relieved of their posts.
